Rubber bullets as the name suggest are made from rubber but whether these are lethal or not is still an issue that needs to be answered. Rubber bullets when used pierce the skin and thus give extreme pain. To general perception, apart from this these do not cause any other major injury. But there are cases that prove that these can lead to grave injury and even death.
Bullets that are made just from rubber can make people unconscious and make their legs feel terrible with pain if shot there. But if the close range shot is made in any of your vital area then it can be fatal. There are many cases to prove this fact that rubber bullets are lethal. A man in Vancouver Riot 1994, was killed when hit by a rubber bullet in head. Then there is another very famous case of Ireland where a woman washing dishes was killed by a rubber bullet. The rubber bullet went through her kitchen window and hit her. There are many such other cases that prove that these are absolutely lethal although made just for pain.
Some rubber bullets are made just from rubber without any other element or metal. These are not serious but the one made from metal inside with coating of rubber outside can cause serious injuries. Although other materials like alloy, aluminum and plastic also go into the manufacturing of bullet but still the one made from rubber are the safest.
